New agency startup

Launch your Minnesota DHS or MDH provider agency the right way

Opening a new provider agency involves licensing, enrollment, policies, hiring, and billing, all before you serve your first client. We guide you through each step in order so nothing is missed and you can open with confidence.

Enrollment update

As of July 2026, DHS has paused new Medicaid provider enrollment for several higher-risk services, including CFSS, adult day services, ARMHS, IRTS, EIDBI, and integrated community supports, while it revalidates existing providers. Exceptions are possible and the pause may change. We help existing providers complete revalidation and stay compliant, and we help new agencies plan around the pause.

Frequently asked questions

Can I start any type of agency right now?

Not always. DHS has paused new Medicaid enrollment for several higher-risk services while it revalidates existing providers. We review which services are open, which are paused, and help you choose a realistic path.

How long does it take to start a new agency?

It depends on the services you plan to offer and how quickly applications are processed by the state. We give you a realistic timeline at the start and keep you moving on everything you control.

Do I need a license before I can enroll as an MHCP provider?

For licensed services, yes. Licensing generally comes first, then provider enrollment for the services you will bill. We map out the right order for your situation.

Can you help after we open?

Yes. Many new agencies keep us on for compliance check-ins, staff training, and billing support during their first year.
