Minnesota is replacing Personal Care Assistance (PCA) with Community First Services and Supports (CFSS). The change affects enrollment, staffing, documentation, and billing. We help agencies understand what is new and get their operations ready.

Enrollment update

As of July 2026, DHS has paused new Medicaid provider enrollment for several higher-risk services, including CFSS, adult day services, ARMHS, IRTS, EIDBI, and integrated community supports, while it revalidates existing providers. Exceptions are possible and the pause may change. We help existing providers complete revalidation and stay compliant, and we help new agencies plan around the pause.
